This is how to access your emails when you are not connected to the Internet:
If internet access is not available, click on the special offline Gmail icon oin the desktop.
You can now use all the email functions, including sending email.
Any email you send will be stored in an Outbox and will be sent when the internet connection is reestablished, and Gmail is opened again.
